Michel Thiollière is a French politician, having held several important political positions during his career.
From 1994 to 2008, he was mayor of Saint-Étienne, a city strongly affected by deindustrialization and massive debt. Despite these challenges, he implemented various urban development projects, including the creation of the Saint-Étienne Métropole urban community comprising 43 municipalities and 390,000 inhabitants.
Under his leadership, Saint-Étienne experienced significant urban transformation with the renovation of the city center, the construction of a second tram line, and the creation of the Cité du Design.
In 2001, Michel Thiollière became Senator for the Loire and played an active role in the Cultural Affairs Committee. In particular, he was the rapporteur for important laws on audiovisual, cinema and the Internet, including the DADVSI and HADOPI laws. He was also a member of the High Authority for the dissemination of works and the protection of rights on the internet (HADOPI).

Alongside his political activities, Michel Thiollière is also a published author. He has written several books, including novels such as “John the Shetlander” and “1666, Souls on Fire”, as well as essays such as “What Town Do We Want?”.
After his tenure as a senator, Michel Thiollière was commissioner at the Energy Regulation Commission, where he was vice-president of the Council of European Energy Regulators and president of MedReg, an association bringing together the countries bordering the Mediterranean in the fields of electricity and gas regulation.
Currently, Michel Thiollière works as an expert with foreign civil servants in the context of training for the ENA (National School of Administration) and has created his own consulting structure called “Smart Planet consulting”. He is also a member of the State Real Estate Council and was appointed Chairman of the Board of Directors of ACER (Agency for the Cooperation of Energy Regulators).
His political career and his involvement in the field of energy testify to his dedication to public service and his interest in issues of urban planning and territorial development.
